大连瀚海轴承科技有限公司成立于 2021 9 28日,主要从事机械设备研发,轴承制造,轴承销售,本项目选址位于中国(辽宁)自由贸易试验区大连保税区爱港路31 -5,建筑面积5277.29m2,主要建筑为一栋现有二层厂房。新建一条中型轴承滚动体生产线(柔性线)和一条大型轴承滚动体生产线(万能线),年产量分别为150 万个/a 10 万个/a

20234月,大连瀚海轴承科技有限公司委托英瀚(大连)环境工程有限公司编制完成《大连瀚海轴承科技有限公司新建项目环境影响报告表》,于2023614日取得大连市生态环境局的批复(大环评准字【2023100064号),于20231109日完成排污许可登记登记编号:91210242MA11EC0X93001Z本项目具体建设情况见表5

1工艺流程简述

①柔性线工艺流程

柔性线滚动体毛坯进入车间后,由自动上料机进入柔性线加工,设备分别由一二楼自动 化线连接。根据磨床精度不同,依次经过粗磨、精磨、终磨进行磨削,其中粗磨和精磨工序 包括滚道面和端面磨削,终磨工序主要针对滚道面进行精细磨削,磨削过程产生磨泥,其中 磨泥主要成分为砂轮碎屑及金属碎屑,并混合切削液,切削液进入循环过滤系统循环使用。 磨削结束后进入清洗工序,清洗机密闭操作,采用清洗剂喷淋清洗,产生废清洗液。经过各类物理检测设备检测合格后,最终经过涂油机自动涂油操作后即可装盒出厂。工艺流程产污节点图见图4

②万能线工艺流程

万能线滚动体毛坯进入车间后,由自动上料机进入万能线加工,各设备之间由 5 台机器 人相连。根据车床精度不同,一次经过粗硬车、精硬车、超精车进行车削,车削过程产生磨泥(铁屑),其中磨泥主要成分为金属碎屑,并混合切削油,切削油进入循环过滤系统循环 使用。磨削结束后进入清洗工序,清洗机密闭操作,采用清洗剂喷淋清洗,产生废清洗液。 经过各类物理检测设备检测合格后,最终经过涂油机自动涂油操作后即可装盒出厂。工艺流程图见图5

2、废水:本项目废水污染源为员工生活废水。

一、主要污染源、治理措施及排放

1、废气治理措施及排放

(1)湿式加工废气

本项目湿式加工过程中产生的挥发性有机物经油雾过滤器处理后,在车间无组织排放

(2)清洗废气

    本项目清洗过程产生的非甲烷总烃通过集气罩收集,通过活性炭吸附装置治理后由15m高排气筒DA001高空排放,本项目选用的活性炭为表面积一般在 6001500m2/g 范围内,吸附率选用 800 碘值活性炭,具有优良的吸附能力。试验性装置中活性炭装置对有机废气处理效率可达到 90%,可以保证有机废气达标排放。

(3)涂油废气

本项目涂油过程中产生的非甲烷总烃通过集气罩收集,由活性炭吸附装置治理经15m高排气筒DA002高空排放

2、废水治理措施及排放

项目产生的废水为员工生活废水,依托园区化粪池排入市政管网,最终

入大连经济技术开发区排水管理有限公司                            

3、噪声治理措施及排放

选用低噪声设备;噪声强度大的设备安装减震垫;设备安置在室内,车间门窗、墙体隔声处理

4、固体废物治理措施

1)固废

1.一般工业固废

本项目产生的一般工业固体废物为废包装,定期交由物资回收部门综合利用。

2.生活垃圾

本项目产生的生活垃圾经袋装收集、定点存放,交由环卫部门清运。

3. 危险废物

 本项目产生的危险废物为磨泥、废滤芯、废机油、废清洗液、废防锈油、空压机废液、废油桶;统一收集后暂存于危废库,定期交由大连市环境保护有限公司产业废弃物处理厂处置。

2023531日,你单位向我局提交的《大连瀚海轴承科技有限公司新建项目环境影响报告表》(下称《报告表》)、《报批环境影响评价文件申请书》等相关材料,我局于2023531日依法予以受理,并依法进行了审查。

项目位于大连市金普新区保税区爱港路31-5,拟投资8000万元人民币,在厂区内现有二层厂房中,建筑面积为5277.29m*,新建一条中型轴承滚动体生产线(柔性线)和一条大型轴承滚动体生产线(万能线),年产量分别为150万个/a10万个/a

依据《中华人民共和国环境影响评价法》第二十二条第一款、第三款和《中华人民共和国行政许可法》第三十八条第一款的规定,我局依法批准《大连瀚海轴承科技有限公司新建项目环境影响报告表》,同时提出如下要求:

1、工程建设必须严格执行环境保护设施与主体工程同时设计同时施工、同时投入使用的环境保护“三同时”制度。

2、你(单位)取得本批准文件后,应当在该项目开工建设过程中实施本决定批准的《报告表》提出的环境保护对策措施,履行国家、省、市规定的相关义务。

3、《报告表》经批准后,项目的性质、规模、地点及污染防治措施等发生重大变化的,应重新报批《报告表》。自《报告表》批准之日起,超过五年方决定开工建设的,《报告表》应当报我局重新审核。

4、你单位应按照《排污许可管理条例》《排污许可管理办法(试行)》及《固定污染源排污许可分类管理名录(2019年版)》相关规定及时申领排污许可证。

5、该项目“三同时”监督检查及日常监督管理工作由大连市金普新区(金州)生态环境分局负责。

如不服本决定,你(单位)可在接到本决定之日起六十日内向大连市人民政府申请行政复议,也可在接到本决定之日起六个月内直接向大连市沙河口区人民法院提起行政诉讼。

本决定自送达之日起发生法律效力。

废气监测仪器均符合国家有关标准或技术要求,仪器经计量部门检定合格,并在检定有效期内使用,监测前对使用的仪器均进行浓度和流量校准,按规定对废气测试仪进行现场检测,采样和分析过程严格按照《固定污染源排气中颗粒物测定与气态污染物采样方法》(GB/T16157-1996)、《固定污染源监测质量保证与质量控制技术规范(试行)(HJ/T373-2007)和《固定源废气监测技术规范》(HJ/T397-2007)执行。

根据《建设项目竣工环境保护验收技术指南 污染影响类》的规定,“根据各排污口的流量和监测浓度,计算本工程主要污染物排放总量,评价是否满足环境影响报告书(表)及审批部门审批决定、排污许可证规定的总量控制指标,无总量控制指标的计算后不评价,列出环境影响报告书(表)预测值即可”。本项目应对大气、水污染物排放总量核算。

本次验收根据《排污许可证申请与核发技术规范 总则》(HJ942—2018)中“采用手工监测数据核算”的方法进行污染物排放总量计算,监测浓度取最大值,水量按最大排放量计算,计算结果见表25
